In issuing the proclamation, Duterte said the Philippines, as one of the founding members of ASEAN, recognizes the need to further promote and heighten awareness of the ASEAN, and instill in the minds of the Filipino people the importance, value, and meaning of the ASEAN in achieving and maintaining regional peace and sustainable development.

But North Korea is not in a conciliatory mood.

In a telephone call requested by Seoul, Trump and South Korean President Moon Jae-in committed jointly to "fully implement all relevant resolutions and to urge the worldwide community to do so as well", the White House said.
The United Nations has placed sanctions against North Korea, but those sanctions will not be enough to put the country's regime in check, according to The Washington Post's editorial board.
North Korea is a participant to the ASEAN Regional Forum and has yet to comment on the ASEAN diplomats' concern over its nuclear programme.
Chinese Foreign Minister Wang Yi, who met Sunday with Mr. Tillerson and with North Korea's top diplomat, publicly urged Pyongyang to "maintain calm" and "not violate the U.N.'s decision or provoke global society's goodwill by conducting missile launching or nuclear tests".
China "hopes North Korea can echo this signal from the United States", Wang added.
The Philippines also avoided a pointed reference to the 2016 United Nations arbitral ruling that favored Manila over China.
"Beijing has made it very clear to Singapore what it expects on the South China Sea issue", said another Asian diplomat in Hong Kong who is familiar with the situation.
North Korea has drawn widespread condemnation for its missile and nuclear tests. China is North Korea's most important ally.
