The accused in the viral video can be seen repeatedly threatening and beating up the girl.
The arrest of Rohit Tomar, 21, took place hours after Union Home Minister Rajnath Singh tweeted that the video has come to his notice and he has directed Delhi Police Commissioner Amulya Patnaik to take necessary action in the matter. He had allegedly threatened that she would meet the same fate if she did not marry him.
In the video, which is believed to shot on September 2, the accused (Tomar) was seen dragging the woman around by her hair, throwing her to the ground, kicking her, slapping her and using his knees and elbows to hit her.
The woman approached the police again on Thursday, alleging that she had been molested, and the accused was intimidating her by showing a video of a woman being beaten by him. The girl is reported to be an employee of a call centre and a friend of Tomar's ex-girlfriend.
The woman filed the complaint after Tomar sent her a video 15 days ago that showed him assaulting a woman.
His friend who was filming the assault can be heard saying: "Rohit, stop it..."
"I have spoken to the Delhi Police Commissioner over the phone and directed him to take necessary action in this regard", he said on Twitter.
A viral video of a boy violently beating up a girl in Delhi's Tilak Nagar went viral on social media recently.
The woman also alleged that she had approached Tomar's father hoping that the police officer would reason with his son, but the father too threatened her. Delhi police has registered. The person, shooting the video was Tomar's friend who also tried to dissuade him.
The cops have said that they have taken stern action.
